Don't know if this helps, but.....
There used to be (maybe still is) a bug in IE (surprise!)
In particular, if the page had any javascript and had an incorrect color
code in the page it would error.
eg. in a style sheet having some color = 'ffffff' would cause the page to
not load correctly or even not at all. changing the codes to the 
correct format such as '#ffffff' fixed it.
eg. 'ff0000' wrong, '#ff0000' right.
