I want to create a board suitable for all people from newbies to admins to
hosts etc, I want to create many sections so as to keep everything nice and
in their place.

Everyone and their mother already has that. Here is just a very small list
of people already: http://www.baltimoremd.com/cobaltfacts/sitelist.html.
Don't
forget all of the high traffic sites as well. isp-lists.isp-planet.com and
I
am sure there are hundreds more. But, don't get me wrong, it is a very good
idea, I am sure every question that ever has been asked on here, has been
asked,
answered a million times over on all of the other lists out in the world.
If
you want a good idea.
Find every Cobalt Web Page, see if they can tie all of their databases
together
in one big huge conglomerate, have them all link to each other, kind of like
the
list above. I know like phpNuke / postNuke allow you to transfer stories,
etc
between each other.
Now, a project like that, you would probably be able to get the biggest
audience.
