Could you clarify the term subweb (An underwater spiders lair perhaps?)
If you mean subdomains, then assuming you have setup the dns entry for the
subdomain, you just create them as a separate site using the GUI, entering
the new subdomain as the host name for the site.
e.g. to create
mysubdomain.mydomain.com
then in the host name for the site enter in:
mysubdomain
