By default, yes. The UI only makes an entry for user "webmaster" with
the specified password in service.pwd. So unless you do something
"manually" (adding another username/password to service.pwd), only
'webmaster' can access the Frontpage web for the virtual site, in
/home/sites/siteX/web/.

Individual users who have their own personal Frontpage webs enabled
have access to those, which are in
/home/sites/siteX/users/username/web/.
