ok then 2 options

1 : in a telnet session
 go to /home/sites/<your domain>/web/_vti_pvt/ directory with command 'cd'
then look to service.pwd ( this file contain user / password ) for .htaccess
command 'cat'
change password of user webmaster ( command : htpasswd -b service.pwd <user>
<password> ).

check the publish  web function

2 : in GUI raq4  delete frontpage extensions and reinstall it

check the publish  web function

in this 2 cases you Must have the Admin/Root rights :)
