Pop-Before-SMTP for Raq4. I have checked all the resources I could, but

email using Outlook ?

First of all, receiving mail is Pop3 and sending is smtp.
Make sure you have your smtp configured correctly. did you turn on apop?
Have you ever sent mail via this domain?
Some have had luck restarting server after adding domain to get mail to work.
Under control panel, email, relaying box
if you have a static IP, add it there.
