You may want to check into offerings from UltraDNS. We were looking for a
100% uptime arrangement where inbound email was being split by their DNS
settings and sent to two separate domains which offered the highest level of
uptime we have to date been able to come up with without getting into
thousands of $$ while keeping the management side down to a minimum.

In more general terms:

Easy.
-- Email --
You'd need to give both equal MX priority, and have users POP
from both servers. Alternatively, you'd need to run a POP3
daemon that can pull files from the local server _and_ proxy to
another.
I don't know if such a POP3 daemon exists. There are some that
proxy requests to another server, so I'd not be surprised if one
could proxy to multiple servers.
I'm not sure why you'd want to do this, though.
