Sendmail automatically shuts itself down if the server load gets too
high (I think 20 is the default). Then on the next quarter-hour,
Active Monitor will (attempt to) restart it.
If your server is routinely running at load averages of 20, you might
want to think about offloading some sites or services to another
server...
