In the log I get

in/ezformml.cgi failed
the permissions are
drwxr-xr-x 2 admin home 1024 Jan 9 10:46 cgi-bin
and
rwxr-xr-x 1 admin home 822 Jan 7 15:48 WS_FTP.LOG
-rwxr-xr-x 1 admin home 3564 Jan 9 10:22 counter.cgi
-rwxr-xr-x 1 admin home 2286 Jan 7 20:24 emailformreturn.cgi
-rwxr-xr-x 1 teachers home 8394 Jan 9 10:46 ezformml.cgi
-rwxr-xr-x 1 admin home 24260 Jan 7 20:24 formmail.cgi
-rwxr-xr-x 1 admin home 24281 Jan 7 20:24 formmail.pl
which in my limited understanding of linux should give everyone permission
to execute the file ezformml.cgi

Have you looked at the log (in /var/log/httpd/home-error if I'm not
mistaken) to see what gets logged? If it's a perl script, and something's
broken in it, the error may turn up there. That may give you a little more
traction in figuring out what's wrong.
