After a couple of days fiddling w/the machine, I finally just install
4i onto the 3i and have a cron job of dd command for the other disk.

hard-drive has been format, low-level format, CMOS reset and so on...
and no solution.  4i OSRCD installed, but not the 4r, really strange.
