Specifically, derived works (such as Brian Smith's version for the RaQ)
are covered thusly:

Imho, as long as his distribution without the gui completelly stands
alone, and doesn't require the gui interface, he can distribute the gui
under any license he chooses. Of course other people's opinions can and
do vary (possibly Richard Stallman's, for example).
