No, you are correct. The RaQ4 and older don't use gpg encryption.
It's something new that was added for the "new" PKG style that Qube3
and RaQ550 use. No mention was made of it because who'd ever think
someone would want to manually open and look inside a PKG? You're
just supposed to install them through the UI...
