[cobalt-users] Updated pkg phpMyAdmin needs a tester on RAQ3 please

I had to upgrade phpMyAdmin to the latest version so I have updated the .pkg
I no longer have access to a RAQ3, So I would appreciate it if some brave
soul would try it out.

I have tested the RAQ4 and that is fine.

As you need to change the mysql root password temporarily for the pkg to
work correctly.
