How would that possibly work?  The only thing you could do is have
some sort of redirect from a site that has already propogated (which
I think is the basis of a solution that was provided in the past at
some point).  But the rewrite rules for the URL attempt to replace
what was entered with the "valid" URL for the site, which would still
fail.

I don't see this as a "Cobaltism" at all... it's the nature of DNS...
if I did the same thing on a plain vanilla Linux box, or NT, or
whatever, how would it be any different?

As was mentioned earlier, they want is access to the management pages.
On the RaQ3 & 4, you don't have to wait for the DNS to finish propogating to access that. As long as the main site has propogated, you can access the new_site management console, by basically providing the new_site name as url data to *some script* on the main site's management console.

I've not ever used a RaQ550, but I'm guessing it's just to do with how the management site scripts work. It's only a "wait-for-DNS-to-propogate" problem if there are no such scripts on a RaQ550.
