Normally with a /28 subnet (16 IP addresses)
The least address is the network (not useable)
The most address is broadcast (not useable)
The least +1 is usually the gateway (not useable)
So with 16 IP addresses you really only have 13 available.
Just make sure you are not using the (not useable)
