What type of machine are you doing this on? Both commands work fine
on my fully patched RaQ 4 and Qube 3.
According to a quick search online, the "connection refused" message
may indicate an unreachable DNS server (at 194.109.104.104). (FYI,
I'm not able to reach that IP now -- 00:20 am on 09-Dec-2002)
Try setting an alternate primary DNS server if you can, and see if
that fixes it.
