Actually, disk space/quota checking is part of the Active Monitor 
process every 15 minutes (that's why you run swatch after you "fix" a 
corruption problem on the RaQ3 and rebuild the 'cobalt' database 
without the quota table even existing).

And remember, there's nothing wrong with the admin having the same 
quota as the site size.  Every user could, in theory, be assigned 
that same quota.  The first one to actually reach it, though, "spoils 
it" for everyone else.

It _would_ be preferable to have the system 'work' properly though...
