Sorry Robert, Dan is correct.

'One' of those 3 users is the site admin and therefore 'owns' all the main
web files, in other words, the user quota is only useful for files under the
individual users directory.

You have to increase the users quota where the user is also the site admin.
I would imagine the easiest way, is to give smallish quotas to the non-admin
accounts, and the rest of the entire site quota to the admin user.

Can the original poster tell us what the file sizes amount to for the entire
site ?
