That is all you need for the scenario you described.  I'd advise NS records
for each of the name servers listed as authoritative for the domain in the
root name servers as well though.  And when you say "I have" do you mean in
your Cobalt GUI or that you've verified that authoritative name servers
report the above?  This is particularly important because if you have done
the reverse DNS in the GUI, but have not been delegated authority to manage
rdns then that doesn't accomplish anything.

If you want further assistance from me on-list please post the real domain
name and IP address.  It's all public information anyway and it'll help me
help you address this issue, which I assume is your goal.
