I believe that is what was recommended in other posts.

The above is the error the customer will get if they try to use your
SMTP without having logged in to POP3 in the past 15 minutes. It's also
the error you will see if you have a domain on your server with no email
accounts. e.g. Just A records for a domain in your DNS and no email
alias in any of the site settings.
Was there a second attempt? Maybe the customer just needs to make sure
they POP their accout before trying to send.
