Cost? Security? You can rent a whole RaQ for $99 US a month,
(rackshack.net), maybe less elsewhere. Giving each site plenty of space
and bandwidth. Try to find 1000MB space + whatever the monthly transfer
is/20 X 20 sites for less than $99 a month.
Also, if those 20 sites all share similar features, scripts, etc. having
your own server for all 20 makes it a lot easier. If you're not
comfortable dealing with security, spending $100 - 200 a year for
someone to update your security will do the trick. (Plenty of people on
this list offer that service.) And I think it will still be less
expensive than 20 separate virtual sites on a server with who knows what
else hosted on the server sucking up the bandwidth or getting shell
access and poking around your files.
