On my Raq4 when Frontpage will not re-initialize
When I have problems with Frontpage on one site and not others, I try
the following to fix them.
Method 1: Reset FP WEB only.  
  a.  Uninstall FP Extensions for the site, 
  b.  Telnet Login as admin then root 
  c.  Delete all files in main web area for that domain (use "ls -la"
command), delete the .htaccess too!
  d.  cd /usr/local/frontpage
  e.  Delete the SITE##.cnf file or make sure that it is gone.
  f.  Reinstall FP Extensions, 
  g.  re-publish site.

Method 2: LAST RESORT  - Delete Virtual Domain and start over.  This
will get rid of users too!
