When I changed IP's I had to reboot, I can't remember for sure if I had to
go and edit each site manually to reflect that change but my gut instinct
tells me that is what I had to do (this was 4 months or so ago).

I believe I had to do the same. However, I have had the experience with both Cobalt and RedHat Linux systems of not having everything change that needed to be changed (i.e. Gateway settings change, but not host IP in /etc/hosts OR /etc/hosts changes, but not DNS in /etc/resolv.conf). Watch and prepare for this sort of fiasco. 

Be prepared to possibly have to edit /etc/httpd/conf/httpd.conf as well.
