Somehow you blocked your access to the server, Login from another ISP or
dial-up account then open the /etc/hosts.deny file and see if your ISP IP or
hostname is there.
Do have PortSentry or IPChains Installed??
Have you done any port scan on your server from your Internet Connection?
Can you check your email (pop3) to the server or FTP?
Connection refused means that your ISP IP address is not allowed to access
services on your server such as Telnet, FTP, SSH, POP3.
BTW I tried to access your server SSH from here and I was prompted for
user/password. I did not get the connection refused which means that it is
access blocking problem.
