So let me understand... You've got a copy of Outlook express with
125,000 people in the addressbook and 500,000 emails in one folder, and
you think the problem is in your RaQ?

Why?

Have you tried sending the emails out through a different email server? 
If you have, and it works, then let's address the RaQ3 problem.  If it
doesn't work, let's address the possibility that you've exceeded OE
limits.

Does OE make multiple SMTP connections to send email?  If so, then yes,
that could cause a problem on your RaQ.  If no, then the problem may not
be the RaQ at all.

Personally I think your premise that a list too large for Majordomo
would work fine on OE, is a bit faulty.
