[cobalt-users] User not showing up in GUI after creating

When I create a user in the siteadmin screen is saves it but it does
not show up in the GUI screen. I checked and it added it to the server
it is in the passwd file and the shadow file and there is also a
directory below users for the domain. I have run meta-verify-raq3 and
that does not seam to fix it. I have also done a rebuild on the
postgre database. When I look in the database I see all of the users.
I even reinstalled the cgi scripts that handle all of this. Does anybody
have any ideas on what to do to get this working again. This is a Raq3
