Negative answer i'm afraid, you CAN install, webmin, web::/cp or one of the others, however they will ALL modify files without retaining the sync between the Cobalt's db (otherwise known as black-magic) and the actual files (httpd.conf, etc)

If you don't mind it altering all your configs, then never being able to apply pkg's without it resetting your changes back to cobalt defaults, and having to update things manually from then on, go and get web::/cp if you're an advanced admin, I run it on a slakware machine and its incredible!

However, why not go and buy a vanilla box, install redhat and do the same thing, then you're not taking a pre-built machine with a dedicated purpose and specialised administration panel and ignoring all of that (as thats what your cobalt is!)!

Just my opinion, but you'd be better off either putting up with the cobalt gui, or changing servers.
