I am not so experience with perl/mod/apache tricks but in my
/etc/httpd/conf/httpd.conf there is number lines "BrowserMatch",
and one of them:
#############################
BrowserMatch "MSIE 4\.0b2;" nokeepalive downgrade-1.0 force-response-1.0
#############################
