Many commercial and non-commercial solutions for blocking of received
spam have been posted on this list; check the archives.

Sure they can; the first time they click on send/receive they'll get an
error; the second time it'll work fine. If they send/receive the moment
they bring up the program, before they write any email, depending on how
long they wait before they write email, they shouldn't have any
problems.

Absolutely. Turning on POP before SMTP enables relaying from any
machine that's successfully logged in and downloaded email in the past
few minutes; without it the RaQ won't relay third-party email at all.

POP before SMTP has nothing to do with blocking incoming spam; as I've
mentioned, check the list archives, or write offlist for a commercial
solution.
