1) Do you have a firewall before you cobalt?  Lots of firewalls have an
entry for FTP to stop deleting.

2) Anyone there play with your /etc/proftpd.conf file?  It is possible
that someone accidentally removed it.  That fact the it has a 777 should
allow any user to delete, but if your FTP server won't allow it, it
won't happen.

Do an "ls -la" and see if the file: .ftpaccess exists.  If it does,
someone may have put a limit command with "DELE" in it.

If that is not the case, browse through your /etc/proftpd.conf file and
see if there is a 
<Limit DELE>
  DenyAll
</Limit>

You may need to remove it, but it should not be there.
