That's what i have noticed, files published by FrontPage are owned by nodoby
and you can't (even as site admin or server admin delete them).

If you can't have a shell and "su" root, open the website with Frontpage and
delete the files via frontpage, then remove the Frontpage extension and
re-publish the files via ftp...
