It seems odd that you would have the man pages but not the program.
try locate cadduser (maybe you did?) should be /usr/sbin
On a RaQ3 they might be someplace else.
maybe /usr/sbin/cobalt/adduser is the same thing?
It's part of a pakcage called "shell tools"
I can't get to the cobalt ftp sites for some reason....
Maybe they are down.
