Its look that httpd kills your system.
There is no one medicine for this. You should
check this for your own.
1. May be it is DoS. Check the states of connections
and takes appropriate measures.
2. Usage is OK, but your .pl .cgi is not optimized.
Programm they again.
3. Your server too weak for this load. Consider upgrade
or working in cluster of servers.
