This is a great question for a general-purpose Linux list. Except for
one clarification...
Do you want an additional "admin" or an additional "root"? They're NOT
the same thing.

You can create a user manually (by changing /etc/passwd, and
/etc/shadow), and use the same user and group ID as either root or
admin, to create another use with the same prvileges.
I'm intentionally not going into more detail; this is a bit of a
security "issue"; I'd recommend reading up on it somewhere, and learning
it thoroughly, before doing it.
