Dear David:
I have had the same problem. What I have found to work is to simply enable a
user to be a FrontPage subweb via the site's gui. If the user is already
designated a FrontPage subweb, then disable and reenable them. This action
causes FrontPage to "see" the FrontPage server extensions again.
This is a consistent problem on the 3 RAQ 4 servers that I use. If someone
has a more permanent fix, I would appreciate hearing it.

Delete the FP extensions from the GUI and in root at
/usr/local/frontpage/domain.tld.
Then enable FP in the GUI and all should be OK.
