Set to 200MB

I just reset the site quota from 1000mb to 1001mb and behold .. at 21:30
the problem
went away
I wonder whether this has anything to do with either:
a. I uploaded the files as the system 'admin'
b. These were the very first files uploaded for the site www.mysite.com
?
