I moved .htaccess to "htaccess" the file was originally there temporarily
because I read thru the archive and tried that option to turn off the
wrapper for that directory and the scripts contained within it.

I would also get rid of that htaccess file, for one thing it should be
.htaccess and also it is unneccessary for cgi or .pl on the cobalt.
