Ummm, Would the following work???  Pretty simple stuff...

AliasMatch ^/users/([^/]+)(/(.*))? /home/sites/<SiteN>/users/$1/web/$3

That's the same way we setup our SSL cert to share it with clients on our
RaQ4R...  Just tested it on our box too and it works great..

Can access via:
http://www.domain.com/users/username
or
http://www.domain.com/~username

Try it..  Just make sure to backup you httpd.conf file first!
