Thanks Gerald:

I had installed a newer version of apache, but aparently it was still not 
controling the web server. The apachectl command would generate a "httpd 
started" response, then I would tell it to do a graceful restart then it 
would say that it was never running in the first place. Anyway thanks. I was 
editing the wrong httpd.conf file. Thanks
