Because Outlook Express automatically sends, then receives. And say what
you will about Outlook Express, but it's what these people will use. Just
because. So when they hit the "Send & Receive", Outlook Express first logs
on, and once it establishes a connection, attempts to send messages in the
Outbox, which most of the time fails. Then it logs the error, and receives
new messages. Once it has d/loaded any new messages, it closes the
connection.
Sometimes, the user can log back on again and then send the messages in the
outbox, but it's not a smooth procedure, to say the least.
I wish I could set these folks up with a different alternative, but for now,
we're stuck with it.
