If you need your host to install those things that you can install
yourself, expect to be charged for their time. The idea of renting your
own server is that either you have the ability to fully manage the
server, or you hire someone to manage it for you. Any host will charge
you to install "every little thing" if you choose not to install it
yourself and it's not stated up front that they will provide that
service.

Again, some hosts offer this, otherwise there are plenty of posts in the
list archives about rsync and other backup methods you can use yourself.
If you're renting a server as opposed to collocating your own server,
there will likely be wide variations in prices. Many people, such as I,
find renting the better option as there are virtually no upfront costs
and you don't end up owning an outdated piece of hardware a year down
the road.
