That sounds like it may be right.  Where do I change that?

I suspect it's not relaying, but proxying, make SURE the machine is 
only accepting requests from *inside* the network, otherwise people from
the internet side can make the machine goout and access other machines.

PS: I have seen several cacheraq's abused this way, sigh
