It does sound like that...
I had a RaQ4r that acted like that, it would start out of power-up and
work for a few minutes and then the eth LEDS started that stuff and I
could not communicate with it.

Now, this happened because I did a full server CMU restore from two
different servers (a RaQ2 and a RaQ3) to this RaQ4r.
I fixed it be only doing a full CMU server restore from the RAQ2 to the
RaQ4r. Then did only virtual site restores from the RaQ3.

Not sure this helps, and really not sure why the thing broke,
