Looking at the bug-fix list for proftp, I see in version 1.2.5rc2 they
fixed something described as:
- Bug 1539 - losing SGID bit on created directories
w/ {User,Group}Owner in effect
or...
- Bug 1581 - Changed Hide{User,Group} directive to use
pointers for proper handling of uid_t/gid_t types
This looks like it may be it - there are several other things above 1.2.4
that may also be to blame. (I really have no clue!)

It would appear to me that the first fix that you mention to proftp
would only related to situation in which the mkdir command was used.
The second bug fix you mention however does seem directly related to
the problem/feature that has been mentioned.
