Mark,

User *names* (i.e. login names) must be unique across every site on your RaQ;
however, email aliases do not need to be uniquie.

Suppose you have 2 users named bob smith - both of which are webmasters for
their respective domain...

1. create a user called bsmith for company A
2. create a user called bsmith1 for compnay B
3. assign an email alias to user bsmith of webmaster@xxxxxxxxxxxx
3. assign an email alias to user bsmith1 of webmaster@xxxxxxxxxxxx
