Chae, what's the output of your cat /etc/sysconfig/ntpd?

The correct output is:

[admin@bessie sysconfig]$ cat /etc/sysconfig/clock
UTC=true
ARC=false

Let us know. Your offset from UTC is 1200, so your UTC may be set
incorrectly.
