There is no line in a stock raq3
> /etc/httpd/modules/mod_define.so


maybe this is a custom module you have I did find that the server did not 
overwrite httpd.conf file

maybe comment out that line in line 30
eg
# out that line and try and restart /etc/rc.d/init.d/httpd start
