Very simple instructions:
rpm -Uvh ftp://ftp.rpmfind.net/linux/rhcontrib/7.2/i386/proftpd-1.2.4-1.i386.rpm

This will install/upgrade the proftpd RPM to the version specified. Replace the version/path as required for the version you wish to install.

Try going to www.rpmfind.net and doing a search for proftpd and pick the version you need.

Caution though, if you are recovering because of a damaged package, it may be better to get your OS restore CD, find the .rpm file for proftpd and restore the individual rpm from there, which will ensure it will still work with the RaQ admin interface/users, etc.
