You can put a file in as
/etc/shutmsg
In the file in plain txt write something like:
Server temporarily not allowing FTP due to upgrade.
For queries email <blah@xxxxxxx>
Save it, and it should tell proftpd not to accept ftp connections.
Or as everyone else says, just switch it off :)
