its stated as

name = dns
port = 53
protocol = tcp
state = off
retry = 3
restart = /etc/rc.d/init.d/named hard-restart
init = null
seq = 0
seems alright to me ..
an clue ?

swatch may be turning it on, although 'unticked' in the GUI should do this.
make sure
/etc/cobalt/swatch/services/dns
has
state = off
see if that will help
